HI!
My internet channel 120 kb/s in and 110 kb/s out. My normal ping 80 ms.

When there is 1 or more to download from my files they are upload is not above 24 kb/s and ping rises up to 2500 ms.
Where there may be problems?

Upload causing increased queue size, which in turn causing increased latency (for all packets). This latency doesn't affect TCP, so bandwidth is OK.
Solution is traffic prioritization (QoS)

But when in amule upload i try open google.com but i not or wait 10-20 sec when off amule and try open google all good 1 sec.

You should also make sure that your limits are set to at most 80% of your real upload bandwidth. Remember that your ISP gives you your max upload speed on kbits, not kbytes. It's a good idea to close all apps using the internet connection, and run one of the internet speed tests available for free (just google it).
Also, please change your webserver and EC password before someone decides to be really nasty about it and start messing with with it ;) And try to edit anything saying "Password" out of the config file you post online from now on. (No one should have your IP, but better safe than sorry. I mean, I have your IP, but I'm a nice guy).

Even knowing my ip maximum that you can try to do this attack ddos. :) I know my real chanel. My ISP 1024 kb / s in / out but real chanel 120 kb / s in / out.

You are missing my point. Having your IP, and your aMule webserver password, and knowing you have it enabled, means people could manage your aMule using the webserver - from removing your downloads to actually adding new downloads, including things that you would not want to download yourself and could be thrown in jail for.
All I'm saying is that you should edit out passwords from the config file when posting it, and my recommendation is that you change the ones that you already posted.

No my connect in internet on ADSL modem in him firewall + nat (on test time firewall off). Enter in my EC or web you only from my local network :)
And it's an issue is relevant when a high ping me to begin to upload files. QOS also dont good solution because six months ago everything was OK. :(

Does lowering the upload speed improve your ping?

No upload 24 kb/s or 2 kb/s ping 2500 ms :(

Try lowering max connections /5 secs. I set it to 6 and all is fine. if I set it higher, my connection starts having issues similar to what you describe.
