whomever added comment filtering to amule, you're the man! thank you!

i don't even know which version it was added in, just noticed it.

Comment filtering is the ability to filter what kind of comments are received by amule. Only problem is IIRC, amule has no comment filtering, it has message filtering, which is a different thing:

- Comments are for shared files (good, fake, excelent, etc.)
- Messages are for communication between users (ketamine, your client is connecting too fast,disconnect because RIAA can see your files...any other famous one?)
