how am I to open .part files
-
Well, you can open them e.g. with VLC (videolan.org) in order to preview media files. But you need the first (and maybe last) chunk of the file, unless it's not possible.

I installed VLC mediaplayer, but a MP3 file (225 kb), which has been transformed into a part.met file, will not open (i.e. play). A very quick sort of opening of the file, but that's all. No, it's not fast forward...

Looks like a misunderstanding. .part.met files are not the data you are downloading, they are data about the data you are downloading. They do not contain any piece of multimedia stuff in case of a multimedia file.
The data you are downloading are in the .part files, not in the .part.met files. .part files are never transformed into .part.met files, they are completely different things. If you have a .part.met file and no corresponding .part file, something went wrong.
