chmod a+r filename
allow reading for all
chmod u+w filename
allow writing for owner
chmod g-r
disallow reading for group

man chmod is a good thing to read.

Edit amule.conf:

ExecOnCompletion=1
ExecOnCompletionCommand= chmod a+r "%FILE"
