reloading of preferences with amulecmd

A must have for aMule without GUI is a reload command for amulecmd. Without this I have to restart aMuled after changing preferences. A little bit better would be the possibility to change the preferences in amulecmd and change it. Every option has an number which can be listed and changed by a command. Without this everybody have to connect to server by ssh or something else and change preferences.

Another missing point is the support for compressed ipfilter lists like eMule has. It saves really bandwith and is not so difficult to implement as far as I know.

We already have compressed ipfilter on CVS.

As for setting preferences on amulecmd, will be nice.
