why is the forum time not in UTC ?

He's right. The server's time is my local time an I live in Europe/Berline time zone with DST.

For me, this is no problem as I have the same local time, but there are many people withouth dst who have to change their clock every time the server adjusts itself to its local time.

We're talking about more than half of the countries in the world: http://en.wikipedia.org/wiki/Image:DaylightSaving-World-Subdivisions.png

But: The forum software is to blame. Others do way better in this regard, offering real time zones, not just a (changing) offset.

It's correct, the board time has issues. For example, where I live, we have no seasons, so there is no time change on winter/summer. But the server does change time +/-1 hour on season change, so I should keep changing the offset in my profile preferences (since for some reason, the offset is not the standard GMT offset, but it's the offset from server's time...really strange thing).

And SMF is really bad designed in this regard.

Yeah Kry, it's twice a year...but because of that I have to remember two dates that otherwise I would not have to worry about :P. And besides being an issue that only happens twice a year, all the other boards that I use have this solved, and use an intuitive approach to this issue, and always show the right time, which seems (to me) that SMF has issues with time.
