It means he's identified, but for a different IP he currently has. He might be faking sec.ident keys, or, most likely, he just reconnected with a different IP (had lost connection, and on reconnect he got a different dynamic IP).
The effect of this state is that credits (uploaded/downloaded amount) are not counted, he always gets a "DL/UP modifier" of 1,0.
