Number of open download slot

Is there any way to set the number of upload slots?
I can share only 10-20 Ks of up bands and I prefer to have only two slot open.
I don't like when I'm downloading at only 0.001 Ks and I prefer let other people dowload more, but I have not found nothing on Preference Tab.

its called slot allocation in preferences....

the higher you set it the less people should download from you...its in kB/s
