Who's IP address is circled in green? Is that the user's IP that downloading from me? If so, why are user IPs being displayed? Forgive me for being ignorant but I really haven't used p2p since the napster days.. :-P

yes, the remote user's ip. it is displayed because it in the ed2k network, ips are not hidden. any user with a high id has his ip published.

What, if any, are the inherent security issues with a published IP?

In real P2P network, where clietns have direct connection with each other there's no way to hide your party ip. The only way to do it - is to put some server between 2 client. But this is why napster was closed.
It doesn't matter if ip is shown in the gui or not - amule always "knows" it internally.

well, is there a real risk at all? aMule connects to 500 IPs every 5 seconds. Is anyone looking at all those IPS? xD
I see no risk there, and most ed2k clients and clients of other p2p networks show he IP too.
If you can think of a real risk, it would surely be removed, but anyone who knows little about ed2k (not even need to know any programming language, just to read the ed2k FAQ), can know the IP of _anyone_ using high id. the only needed tool is a calculator :P
since the id is shown, hidding the ip is nonsense.
