Why this?

well I have no clue what upload limits you have, but for example if you have 24kB upload and you set it to 32kB
then web-navigation becomes slow

Hi
It depends of your connexion. Basically, you must limit the upload with aMule at 75% of your upload capacity, to spare some bandwitch for the traffic control and the surf.
Tell us what kind of connexion you have and its capacities for more help.

What's the
upload
capacity of your connexion ? It's the one that matters here.

Well then, time to do some maths :
256 Kbs /8 = 32 KB/s
32 X 0,75 = 24 KB/s
Set your upload limit to 24 KB/s and it will be fine.
