badnwidth vs. speed limits?

Could someone explain the difference between the "Speed Limits" options and the "Bandwidth Limits" options on the preferences page of amuleweb? I don't know if there is something similar in amule, since my box has been headless for months.

Love the program, and looking forward to the new release!

I'm sure I'm overlooking this somewhere, but I've not been able to find it.

"Line capacity" is used by amule (a gui one) to set scale of statistic graphs. There's a note about it on preferences page.
"Bandwidth limits" are what the name says - they limit bandwidth.
