Title: upload balancing wrong

Hi,

with amule-CVS on debian testing i have 2 new problems.

1. If amule uses 2 upload queues (why isn't it configurable ?)  then all the time one slot has only 1% of the upload bandwidth and the other slot 99%.

2. After a few hours amule freezes. This happens with libwxgtk-2.4.2.

cvs is really unstable atm...dont use it, stick to 2.0.1
