Title: How to report false shared files and where?

I downloaded [Copyrighted ebook] 2 times and it is encrypted with pass for rar!
Also there are NO FILES in that RAR. which means it is fake!
How come that several pople share such garbage!?!

Where can I report such file?

(I did a google search to find this as well, but my initial keywords would have required doing a bit more than just clicking at the first result. ;) ).
