I am having trouble downloading files. The upload rate is 10 KB but my download rate is 0,1KB at best most of the time its at 0. I have my ports forwarded on my router and my connection configs are Standart at 4662 and extended UDP at 4272. Can anyone help me. I tested the port and I got a sucess result.

This is also sadly my experience. The system is full of takers and very little givers.
Few points - do you get a highid or lowid - lowid indicates that you are not set up right. If you have a highid then it may just be that the file(s) you are after are not well seeded
Try just leaving it for a few hours and see if things improve

All my Amule Logs read that I have a high ID but the status icon has a red and green arrow displayed. (http://i6.photobucket.com/albums/y223/sodapopkid84/Picture.jpg) I am assuming I still have a high ID. Earlier today I did see the download rate spike at 6 KB so I think you are right, not many people have the chuncks I am looking for. :(
