Title: reload ipfilter.dat

hi,
having read this at Diesels forum:

and after adding the entry into the ipfilter.dat, I noticed, it would be fine to have the possibility of reloading it without having to restart the complete mule.

it should be possible to enable/disable it per download file.

here in Portugal, we have download limits...

for example 20GB for national connections
         2GB for international connections

ipfilter is used to disable international connections, but some files have no sources with filtered ip ranges only, so it would be great if one could disable filters for that file..

I'm also Portuguese and I do have the the download limits. It would be usefull to have timer reload.
There are 2 project using that feature but are for windows. One is emule based http://pwp.netcabo.pt/deepsea/ and the other emule plus based http://pwp.netcabo.pt/koizo/, both have the sources avaiable.

That feature would be very usefull :)
I'm also portuguese.

Anyone using Gentoo GNU/Linux ?
