Is it possible to make the bug tracker viewable by anonymous users?

Anonymous access let users be able to look at existing problems and report new problems only if they are new. Also, some distribution bug trackers links to the amule tracker (look at launchpad Unbuntu bug #89672 (https://bugs.launchpad.net/ubuntu/+source/amule/+bug/89672)): it would be nice if the developers, bug managers and even distribution users can look the status of the relative bug in amule without creating an account.
