Title: low id, no access to router

hi,
i'm getting a low id as i'm behind some router.
i don't have any access to the router or whatever it is as i'm living in a students' residence.
networkmanager says my ip adress is 172.16.14.79

but ip-adress.com shows
 My IP address: 80.13.25.220
IP Location: Paris

i think i have a dynamic ip

please tell, is there a way to get a high id?
