Title: TASK MANAGER

I used to use the task setting function in eMule before to utilize off-peak quota
but now i change my OS to mac
is there any similar function in aMule to set when the task to be stopped or started?

No.

You can use amulecmd and your system's timed execution features (cron, for example) to automate tasks like that.
