I've solved it yourself

http://wiki.amule.org/index.php/IPFilter

Insert the URL under "Preferences" -> "Security" -> "IP filtering" -> "URL:"
http://emulepawcio.sourceforge.net/ipfilter.dat (on 2011-04-15 this file was from 2010-08-23)
