Title: Can't open amule downlaod in Windows 8.1

I had new memory chip put in my Dell Windows 8.1 desktop and had to reinstall programs.  I downloaded amule 2.3.2 , the files are on my hard drive but I can't get amule started or installed . I don't see an .exe file
