hi, when will amule rc9 will be released? also is there an debian sid source with amule cvs packages?

Next release is definitely 2.0.0 final, and that will be soon. What day exactly "soon" is is not set right now, but you won't have to wait much longer...

CVS is distributed only as source tarball as it is the bleeding edge and work in progress. Making a binary package out of this is some work and it would have to be done on a regular basis. So right now the only way to get the cvs version is to get the tarball and compile it yourself.
