Title: Download speed too big

I've set upload maximum speed to 3kB/s and download to 9kB/s. Upload is OK, but download is currently at 14.4kB/s. This is a problem when I want to reserve bandwidth to other stuff. Is that a known problem?

Download speeds that are too high is a complaint that you don't see too often here... ;)
