amule in Debian 4.0

Here is my question ,,,, my amule install has me totally confused ... when I try to d/l something ... I get these errors " you have received a low ID ..  most likely you are behind a firewall or router " not sure about the firewall part , , but yes I am using a router ,,, the results of this are d/l speeds of at best 18kpbs .. and I am on broadband (dsl) ... how can I open this up and get some real good d/l speeds i.e. 156+kpbs ...
