Setting the the bandwidth Download Limits to 0 kB/s

Is setting the the bandwidth Download Limits to 0 kB/s, while keeping upload speed at 10 kB/s, supposed to stop amule from downloading?  If it is it's not doing it for me.  Have I missed something?
