I have an idea that may improve the way releasing files happens, mostly for people who also download other files while releasing...

Right now there's one big queue and the release priority requests float to the top, basically if the file is popular enough nothing else will be uploaded.

My idea is to have 2 queues and 2 sets of upload slots (when there's a file with release prio) so that there's a balance between uploading normal files and uploading release files...  Maybe a ratio slider can be made so the number of slots can be shifted from each so if you wanted to have 100% release files uploading it would be possible.

Let me know if I should be more clear

Well, files set as "release" are given a plus score, nothing else. So when someone gets to the upload queue, it is given more or less score depending on if the file is set as low, normal, high priority or release.
Anyway, for such changes, you should rather ask eMule team ;)
