I'm betting on some dudes in a cheap labor country. If they have competent programmers at hand (required to write such a AI spam bot) they rather use them to develop zero-day exploits and such.

It IS people. I've been doing some... fun stuff at the registration page, and proved that it's actual people doing it, not bots. Don't ask me for the boring details.

Why not greet them with an "Hello, I'getting 5$ each time it works", maybe they go on strike and want more money for their job.

Don't think we need that atm. We have more daily visiting mods than spammers and still can easily handle it.
