Seems like IP-Filter is not working properly in RC4. I just checked that some of the IPs I'm downloading from are international. As soon as I upgraded I noticed much more fonts for some files, and many users who seemed obviously foreign (because of their names, weird characters/encoding, etc). Everything seemed ok with RC3.
