I'm getting good download speeds

, but my uploads seem to settle around an average of ~1 KB/s per upload connection regardless of how large I make the slots ?(.
I have a cable connection; it seems far from saturated, and my computer (running MacOSX 10.3.9) does not appear to be slowing appreciably from the load.
Should my uploads be higher, or is it the case that most clients are on dial-up and so my upload rate is limited at their end?
If this is normal, then I wonder if the slot configuration should have finer granularity. eg. setting the slot bandwidth +/- 0.1 KB/s, or specifying the number of slots directly.
ie., after experimenting with a variety of configuration settings...
UB = Upload Bandwidth setting
BS = Bandwidth per Slot setting
AU = Average Upload Rate (according to the statistics)
NS = expected number of slots (calculated)
US = Average Upload Rate per slot (calculated)
UB BS AU NS US
10 1 7.5 10 0.8
12 1 9.5 12 0.8
16 1 16 16 1.0
18 1 15 18 0.8
24 1 22 24 0.9
12 2 5 6 0.8
16 2 7 8 0.9
24 2 10 12 0.8
48 3 18 16 1.1
70 7 8 10 0.8
