low ID while using mobile as modem

When I use my cable-modem my ID is high, when I use my mobile phone as modem I always get a low ID. I even tried TCT-Port 25600 as was recommended in order to fool ISP. Nothing works. Has anybody an idea?

Your phone company must be running the equivalent of a firewall or router.  Does your mobile phone receive a publicly-accessible IP address, or is it a private IP address?  If the latter, then you are effectively behind a router.  You would have to discuss this with the phone service provider.  You would also need to ask them about any firewall and how you might get some ports opened.

It's standard for the mobile phones to have a private IP address, all traffic is always routed through some proxies before it hits the internet. This is so for GPRS, UMTS and HSDPA. There is no way you will convince your provider (T-Mobile, Base, Vodafone?) to open up their firewalls for incoming traffic. You will never get a high ID when you use your phone.

On the bright side, the application will still work, even if you have a low ID  :)
