Is it possible to handle emule by command line?

Hej,
I have a server which does not have a GUI, just a command line. I would like to set a aMule web server so I could use aMule remotly from other computers (at these computers I can't install emule). Is it possible to do so?

Yes, it is. See the wiki for amuled and amuleweb.
(amuled is the daemon - non-graphical - version of aMule and aMuleWeb is the webserver used to control amuled )
