I don't have a clue about UPNP and phoenix has no interest in Windows, so there is no solution to be expected soon or even Soon(TM).

Libupnp can be compiled on windows, so it is possible to make it work. Should be an easy task, no real programming involved.

Maybe. I've tried it, and when MSVC said the project file was corrupt I gave it up again. EMule doesn't use it either.
