Is your file system capable of handling Chinese characters ?

I can confirm this problem. I don't think it's only related with Chinese characters, but with all non-latin language such as Japanese and Korean.
My system is capable of handling Chinese characters.
BTW, I can manually change the name of the file in amule by right click at the file and it work with Chinese characters, so I think it may be a problem related with handling ed2k links with non-latin characters.
