To unify details and comment dialogue in a tabbed mode

..as it is in eMule. I'm talking about Transfer window.

In facts, You can now choose file detail and, from here,  launch comment dialogue. But you can't do the inverse way. Tab mode in the same dialogue could be a way to make it more consistent and friendly to use.

I've made a tracker entry. It will have to wait until GUI is released though, which means it probably won't make 2.3. I've assigned it to myself for now, but if anybody else wants to do it just reassign it.
