Is it possible to download from a source who has lowID?
Yes, he is still able to upload, but its hard as you need the help of servers or other kad clients to 'reach him'.
Low ID means that he does not accept incoming connections,
because he doesnt have static incoming port that is always reachable.
But he can start outgoing connections, and then receive incoming replies to that.
Then, via such a connection (with a high ID client), you can get to him.
