Fixed Category with a secondary ipfilter

I think that having a fixed category with a secondary ipfilter would be be a useful feature.

In Portugal almost all ISPs make a distintion between national and international traffic. We can put ipfilter.dat to allow only national traffic but for some files that have no national sources it's impossible to get that files.

If we can have category filtered by a second ipfilter could fix this.

For the happy hours it's easy to patch the code, as I did,  and use a cron job for reloading the ipfilter and change the server, but, if we don't want or could't have the computer running at night we couldn't download certain files.

But can you please post this at the Portuguese Forum so that all  Portuguese users can use this feature .
And if possible try to explain in a simple way how to do it  :))
