Character encoding problems in Fedora 24

Hi,

As you can see in the attached screenshots, there are character encoding problems in the manpages and the .desktop file comments (at least) for the French and Turkish languages in Fedora (24 x86_64 with the MATE desktop). As the release date is really close, I wanted to mention them here in case there would be some easy fix. Did I do a mistake by using a wrong encoding in my translations (that would be... let's say unusual as the default encoding of my system is UTF-8), or is it the fault of rpmfusion folks?

As your screenshots show all those texts are actually in UTF-8 but your system thinks they are in ISO-8859-1 (Latin1).
