I think lfroen is right, as a client there are no restrictions on the number of the destination port. Anyway, this is something easy to test, just find a server with these low ports and test it.
BTW, this is not to be confused with what stefanero is saying, one thing is the server port, which is configured on the servers tab when you add it manually there, the other thing is the aMule TCP port, which should also be configured to something your ISP does not block. On the aMule TCP port you must be root to listen to anything below 1024. If the ISP is blocking aMule TCP port (4662 by default) you will get a lowid. If the ISP is blocking 4661, you will not be able to connect at all to those servers which use this port.
