I read on another forum that the adsl filter is mandatory to avoid the fall of a line when I receive a phone call.
So this is just a first problem.
Tommorow I buy a filter and then I check if emule or modem have still some problem .

in the meantime thanl for ezch people who spent time to help me

You set you values very low imho.
The hardlimit could be set this way, that you get an overall amount of sources of around 2000-5000. The max. connections could be set to around 250 even if you own a crappy router. (If this value is to high the router will hang up)

When I started I have max_connection = 1000 and hardlimit= 500.
I got some sort of strange failure, which I discovered, where related to the lack of a filter on the ADSL line to drop the noise in both voice and data signal.
Now I put the required filter on the line and amule seems to go well, it isn't fast , but work as I should expected.
And , as you suggest I rerise the value of max_connection = 230 and hardlimit = 180.
I test it with this value and I founded non problem I try to raise their values again.

To summarize it seems that all the previous problems were due to the lack of filter.
Now I make some extensive test to see if other problem remains, like the huge value of socket in close_wait and fin_wait status detected in the past.
