There is an option in the prefs, under Sources Dropping. This is what I'm referring to.
Assuming you understood that part, I'll explain the rest of what I meant.
If a source has no parts of the file it gets dropped, kept, or sent to other files.
If that same source also has no parts for any of the other files that it was sent to, then at the end it finally gets dropped.
I want it to be kept.
And the second part was that, once it is kept. Don't leave it all the time on one file, but rotate it amongst the other files.
