Permissions not working

I'd like to set permissions to new downloaded files to 664 and 775 for folders, but I get 644 and 755.

Is it a known bug or maybe I am doing something wrong?

I'm not sure about the folders, but I am aware that some files will always have the permissions 664, which are the ones written using wxTextFile, which doens't support permissions. However, I haven't seen the behavior with folders. Could you let me know which this happens to?
