Download speed v average download rate

I've searched the forum but cant find mention of this "issue" so hopefully I'm not asking something already asked.
I'm currently downloading a file at 29.3kB/s. However my average download rate (bottom right hand corner of screen) indicates the download
rate
is higher.
What's the differene between the speed and rate?

I asked the same thing, and the answer is that both speeds are updated in different times, therefore they are not always the same.
