Download speed v average download rate

I've searched the forum but cant find mention of this "issue" so hopefully I'm not asking something already asked.
I'm currently downloading a file at 29.3kB/s. However my average download rate (bottom right hand corner of screen) indicates the download rate is higher.
What's the differene between the speed and rate?

Is the overhead included in the speeddisplay?

I asked the same thing, and the answer is that both speeds are updated in different times, therefore they are not always the same.
