I noticed that behaviour, too: Since v132, emulepawcio ipfilter does not work anymore (due to changed format, like you say), neither with aMule 2.2.3.

So i messed a bit around with v133 and.... voila, it works again:

You simply have to rename ipfilter.dat to .txt (or directly open it in any txteditor)
and change the following lines at the beginning:
