Yes, this is a known bug. No need to file a bug report for it, it's already there -- several times over.

In my opinion, the tab should not be selected. However, the popup menu that comes up should be the one appropriate to the clicked tab. I have not seen a Mac app where right-clicking on a tab selects it. I have checked with Firefox and Safari, which have context menus attached to tabs, and they present a context menu for the clicked tab, but do not select it. (They do however, subtly highlight tabs as you mouse over them, which helps the user to know that the context menu is for the proper tab.)
I'll look into what can be done about this. Please file a bug report.

right-clicking on a deselected friend does not select it. So you must first left-click and then right click it.

Yes, this is a known wx bug that I have reported to them. It has a surprising cause: the Mac OS actually reports such a left-click-right-click sequence as a double-click event. It's just a difference in how programs process right-clicks (programs which let Carbon's standard event handlers route events, and which use its context menu handling features, don't see the click itself). Try left-click-right-click on a window title bar to see it interpreted as a double-click.
Don't file a bug report for this; there are already several.
